The following is a statement by Tom Smith, executive director, American Society of Civil Engineers (ASCE):
“[Last week], the Environmental Protection Agency (EPA) published a memorandum outlining guidance for implementation of $50 billion in Clean Water and Drinking Water State Revolving Fund (SRF) resources provided by the Infrastructure Investment and Jobs Act (IIJA). The memorandum highlights flexibility for states to use funds in the most effective manner possible, provides examples of eligible projects, demonstrates commitment to disadvantaged communities, and emphasizes strategic use of funds by states.
This historic federal investment in water systems will help jumpstart improvements to aging pipes and water treatment plants, make water systems more resilient for communities, help utilities take advantage of the latest technology and engineering innovations, and begin the important task of removing dangerous lead service lines. ASCE commends this new comprehensive guidance from EPA that makes the process straightforward and transparent to help ensure a wide range of critical projects are brought forward for consideration from communities of all sizes.”
